As for the second verse (40) from the same surah, it reminds those who were hesitant to support the Messenger in the Battle of Tabuk that Allah had helped him in previous situations, such as his departure from Makkah and the cave of Thawr, and sent down His tranquility upon him alone. This confirms that the similarity is in wording, but the meaning is different.
