What is the wisdom behind mentioning tranquility (sakinah) and troops in Surat At-Tawbah, verse 26 and verse 40, and is it a repetition?

The Holy Quran is free from any deficiency or addition without meaning or wisdom. The verses that appear similar carry different meanings depending on their context. The first verse of Surah At-Tawbah (26) was revealed after the Battle of Hunayn, to remind the believers of Allah's victory for them after their retreat, and to clarify that Allah sent down tranquility upon His Messenger and the believers. As for the second verse (40) from the same surah, it reminds those who were hesitant to support the Messenger in the Battle of Tabuk that Allah had helped him in previous situations, such as his departure from Makkah and the cave of Thawr, and sent down His tranquility upon him alone. This confirms that the similarity is in wording, but the meaning is different.
