Does the right of the individual (work) take precedence over the right of Allah (prayer) when its time is due, and is it permissible to delay prayer beyond its prescribed time under the pretext of work, even if its time expires, based on an alleged fatwa from the Ministry of Endowments?

Performing the prayer when its time is due, even during work, is an obligation. It is not permissible to enter into an employment contract that stipulates delaying the prayer until work hours are over. The prayer time is an exception from the working hours. If the employer refuses this, then working with him is forbidden, and the worker must then seek another job.
