Is it permissible to take the unemployment benefit designated for the unemployed—with the intention of refusing any job that might be offered to her—due to her family’s refusal for her to work, and her need for money?

The answer depends on the condition set by the granting entity, which must be adhered to without deception or circumvention, based on Allah's saying: "O you who have believed, fulfill [all] contracts," and the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions." Furthermore, Allah has forbidden us from consuming wealth unlawfully. If the state does not intend its grant for those who refuse to work, then the questioner does not fall within the category of those eligible for the grant.
