What is meant by the statement of Ahl al-Sunnah wal-Jama'ah that the Qur'an is "the Word of Allah, its letters and its meanings"?

The Holy Quran is the word of Allah, its letters and its meanings. It is not letters without meanings, nor meanings without letters. For speech, linguistically, encompasses both: the letters we utter and the meanings we comprehend. Sheikh Al-Islam Ibn Taymiyyah stated that the Quran being recited contains composed letters and meanings. We speak with the letters and comprehend the meanings. He indicated that the term "speech" applies to both letters and meanings together, and this is the view of the Imams and the majority of people, such as the saying "so avoid it" in the Quran. Both the letters and the meaning intended by the command to avoid something are from the word of Allah.
