Is it permissible to say, "Our Lord, O Possessor of Bounties?"

There is no objection to supplicating with: “Our Lord, O Bestower of Bounties” (Ya Rabbana Ya Wali al-Ni‘am), because the wordings of supplication are not restrictively fixed (tawqifiyyah), and because among the meanings of al-Wali are the Master (al-Mawla) and the Owner (al-Malik). And Allah the Exalted is indeed the Owner of bounties and their Bestower. So, supplicating with these words is among the best forms of supplication, as it involves acknowledging Allah’s Lordship, expressing gratitude to Him, and praising Him.
