What is the ruling on a wife removing her head covering (khimar) for fear of persecution (fitna) in Iraq, with the possibility of returning to it later?

A شيخ was asked about the ruling on a woman uncovering her face if she fears harm, and he replied that the default is the obligation for a woman to cover her face and hands. However, in this case, if the harm is merely imagined, she is not permitted to uncover her face. But if the harm is certain or highly probable, then she is permitted to uncover it out of necessity, based on the Prophet's (peace be upon him) saying: "There should be no harm nor reciprocating harm."
