Should an engineering student, who is the head of a charitable team, participate in organizing a graduation ceremony that includes objectionable elements such as singing and mixing, trying to minimize them as much as possible, or should he completely abstain from it, knowing that his non-participation might lead to greater objectionable elements?

The original ruling is that it is impermissible for a Muslim to be present in a place where an evil (munkar) is being committed, as Allah the Almighty says: "And He has already revealed to you in the Book that when you hear the verses of Allah being denied and ridiculed, do not sit with them until they engage in another conversation. Indeed, in that case, you would be like them. Indeed, Allah will gather the hypocrites and disbelievers in Hell all together." However, if there is a legitimate purpose, such as denouncing the evil and reducing it, then presence is permissible. The degrees of denouncing evil are four: removing it and replacing it with its opposite, or reducing it, or replacing it with something similar, or replacing it with something worse. The first two are legislated, the third is subject to ijtihad (independent reasoning), and the fourth is forbidden. If it is highly probable that presence will reduce the evils and one is safe from temptation (fitna), then there is no harm in being present and participating in the organization, while being careful not to directly participate in the evil. If it is possible to monitor from afar, then it is not permissible to be present in the place where the evil itself is occurring.
