Does snow falling from the sky purify an impure object, and does an ice cube placed on an impure garment or rug purify it?

Frozen snow is pure (tahoor) and sufficient for ablution (wudu') and washing away impurities (najasa), provided it is melted and flowing on the limb or the place of impurity, based on the verse: "And He sent down upon you from the sky water to purify you with it" (Quran 8:11). If it does not flow, purification with it is not valid.
