Is it permissible for a wife to continue wearing a "fashionable" hijab instead of a full and loose شرعي (Sharia-compliant) hijab, given that the full hijab is considered a "notorious" garment in France and draws suspicious and wary glances from people, knowing that emigration to Muslim countries is not possible at this time?

A woman must cover her entire body from non-mahram men, including the face according to the preponderant opinion. The hijab must be concealing and loose, neither transparent nor revealing the size of limbs, nor should it be an adornment in itself. As for fashion hijab, if it is an adornment that attracts attention or is not concealing, it is not considered compliance with Allah's command. The garment of fame (libas ash-shuhrah) is blameworthy, and it is that by which one intends to become famous among people, whether it be precious or humble, or what is contrary to people's usual attire with the intention of causing wonder.

However, if the garment is concealing and obligatory, its being a cause of fame does not harm, as is the case in times of strangeness or in lands of disbelievers where adherence to covering is less common. A concealing hijab that is unusual in a certain society might be a cause of fame, but this does not prevent wearing it if it is obligatory. For example, if a woman is in a society where the full abaya is not present, she can suffice with wearing a khimar over her dress.

It is advised for the wife to abandon fashion hijab and wear a concealing hijab that covers her head down to at least the middle of her body, and covers the rest of her body with ordinary, non-decorative clothes. Her steadfastness in wearing the hijab will spread it and encourage it.
