Declaring someone a disbeliever (takfir) for deeming sins permissible applies to prohibitions that are unanimously agreed upon with definitive consensus and whose ruling is manifest among Muslims, such as adultery. It is also a condition that there be no ambiguity. The statement by Ibn 'Uthaymeen that was mentioned pertains to the ruling on looking, not drawing.
