What is the ruling of Islamic law regarding conversing with the opposite sex for the purpose of acquaintance, forming friendships, exchanging opinions, and offering assistance, while adhering to Islamic guidelines and not engaging in anything immoral or forbidden?

Islam prohibits men from addressing women and women from addressing men unless there is a need, and this must be within the bounds of decorum and good manners, as Allah Almighty says: "And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts" (Quran 33:53) and "Then do not be soft in speech [to men], lest he in whose heart is disease should covet, but speak with appropriate words" (Quran 33:32). A woman addressing men without a legitimate need is a pretext for what Allah has forbidden. Therefore, it is advisable to limit conversation to women and mahram (unmarriageable kin). If there is a need to speak with non-mahram men, it should be controlled by Sharia-compliant guidelines, without excessive elaboration, as Allah Almighty says: "O you who have believed, do not follow the footsteps of Satan. And whoever follows the footsteps of Satan - indeed, he enjoins immorality and wrongdoing" (Quran 24:21).
