Can the name "An-Nasikh" (The Abolisher/Abrogator) for Allah Almighty be derived from the noble verse: "Whatever a verse We abrogate or cause to be forgotten, We bring forth [one] better than it or similar to it. Do you not know that Allah is over all things competent?" And is abrogation a characteristic of Allah Almighty to be attributed to Him? And is it permissible to say that the speech of Allah is abrogated or has been abrogated if a verse is abrogated? And does Allah abrogate what He wills from His speech?

The People of the Sunnah and the Community (Ahl al-Sunnah wa al-Jama'ah) affirm that abrogation (naskh) is established in the texts of the Qur’an and the Sunnah. They believe that the names of Allah Almighty are definitive (tawqifiyyah), meaning it is not permissible to name Allah with a name that He has not used for Himself or that His Messenger has not used for Him. Rather, His names are established by the texts of the Qur’an and the authentic Sunnah.

Moreover, the names of Allah Almighty are more specific than His attributes, and His attributes are more specific than His actions. It is not permissible to derive a name for Allah from an attribute or an action.

Therefore, it is not permissible to name Allah Almighty as "al-Nasikh" (the Abrogator), because His names are definitive, and this name has not been mentioned in the Qur’an or the Sunnah. Furthermore, it is not permissible to derive names from attributes, let alone from actions.
