Is it permissible to name Allah "the Speaker" (al-Mutakallim) or "the Striker/Seizer" (al-Batish), based on actions attributed to Him that carry these meanings?

The names of Allah are a matter of divine prerogative (tawqifiyyah); it is not permissible to name Allah except with what He has named Himself in the Quran or Sunnah, because the intellect cannot grasp this, and because naming Him with what He has not named Himself, or denying what He has named Himself, is an offense against His exalted right. Attributes mentioned merely for description or information, such as coming, arriving, and striking (al-batsh), are not considered among Allah's Most Beautiful Names. Rather, we describe Allah with them, but we do not name Him with them.
