Is it permissible for a government employee who does not adhere to attendance and departure times to compensate for their financial absence by purchasing tools for work?
An employee must adhere to the system of attendance and departure and working hours, as Allah the Almighty says: ﴿O YOU WHO HAVE BELIEVED, FULFILL [ALL] CONTRACTS﴾, and in the hadith: «Muslims are bound by their conditions, except for a condition that prohibits what is lawful or permits what is unlawful.» It is not permissible to be late or leave early except as allowed by the system. The intention to absolve oneself from a part of the salary does not permit disruption of work. Repentance is obligatory, and undue salaries must be returned to the employer. The original principle is to return the amounts directly, not by purchasing tools with them.
