Is touching the penis and stimulating orgasm without penetration in Ramadan considered zina (fornication) that necessitates the hadd punishment for zina?

A woman touching the penis of a man who is not her husband is forbidden (haram). The prohibition becomes more severe during fasting. Whoever does this must offer sincere repentance. This act is not actual fornication (zina) that necessitates the prescribed punishment (hadd), but rather a type of metaphorical zina (precursors to zina). There is no specific prescribed legal punishment for it. The mere occurrence of desire does not invalidate the fast. The fasting person must know that true fasting is the fasting of the limbs from what Allah has forbidden, as the Prophet, peace and blessings be upon him, said: "Whoever does not give up false speech and acting upon it, Allah has no need of his giving up his food and drink."
