Is blood due from one who, having forgotten, applied perfume while in a state of ihram for Umrah, and then removed it; and is it obligatory to offer it in Makkah?

Scholars have differed regarding a pilgrim in a state of ihram who applies perfume forgetfully or out of ignorance: is he obligated to offer a fidyah (expiatory sacrifice) or not? The majority of scholars hold that a fidyah is obligatory, while Imam Al-Shafi’i, Imam Ahmad, and a group of scholars are of the opinion that it is not obligatory, citing the hadith: "My Ummah has been forgiven for mistakes, forgetfulness, and what they are coerced into."

If the woman wishes to avoid the difference of opinion, she should offer a fidyah. The fidyah is either fasting for three days, or feeding six poor persons, or sacrificing a sheep. It is permissible to perform it in any place.

It must be noted that it is not permissible for a woman to apply perfume and then go out in such a way that its scent emanates, nor is it permissible for her to allow a non-mahram man to apply perfume to her hand.
