What is the ruling on receiving payment for leading congregational prayers (Imamah) during Tarawih in Ramadan, given that these individuals already receive a monthly salary, and is it permissible to receive payment for the Qur'an?

It is not permissible for a person to take a wage for leading prayer (imamah) or for reciting the Qur'an, unless it is given from the Muslim treasury (Bayt al-Mal), or if he is poor and in need. This is the view held by the Four Imams. Evidence for this includes hadiths such as the one narrated by Ubayy ibn Ka'b from the Prophet, peace and blessings be upon him: "If you take it, you take a bow of fire; so return it." And the hadith of Imran ibn Husayn: "Recite the Qur'an and ask Allah by it, for after you will come a people who recite the Qur'an and ask people by it." As for what is taken from public funds for leading prayer or similar matters, there is no harm in it, because it is a provision that aids in obedience and does not detract from sincerity. So, for one who dedicates himself to leading prayer or other public matters, there is no harm in what is given to him willingly by the donor without any prior condition.
