The basic principle is that it is forbidden to draw and photograph animate beings. An exception is made for pictures and figurines that children play with, based on what was narrated from Aisha (may Allah be pleased with her). Therefore, there is no harm in producing purposeful cartoon films for children that are free from forbidden elements. There is also no objection to designing a lion character in the shape of a child, and there is no harm in taking financial compensation for that.
