What is the ruling on wiping over hair when hair ties are present?
Our fatwa necessitates wiping the entire head during ablution.
Therefore, wiping the head during ablution is not valid if there are large hair ties that prevent water from reaching the scalp, because wiping is an obligation as stated in the verse: "and wipe your heads."
Al-Baji mentioned that an abundance of hair, whether wool or natural hair, prevents water from reaching the scalp during wiping.
Large ties must be removed when wiping to ensure water reaches all the hair, whereas small ties like "one or two threads" do not cause harm, as stated in Al-Zarqani's commentary on Mukhtasar Khalil Al-Maliki.
The preponderant opinion among scholars is the obligation to wipe the entire head.
