The author of "Al-Iqna'" and Ibn Qudamah in "Al-Mughni" stated that wiping over hair that extends beyond the roots of the hair is not sufficient, even if this hair is brought back and tied onto the head. However, if the hair hangs down from its root but does not extend beyond the area of the obligation (the front of the head), then wiping over it is sufficient.
