What is the ruling on one who withholds good from people?

Withholding good from people is one of the blameworthy characteristics of disbelievers, as Allah Almighty says: "Preventer of good" and "And withhold [even] the small necessities." A Muslim, however, strives to benefit people and ward off harm from them, as the Prophet, peace and blessings be upon him, said: "Whoever among you is able to benefit his brother, let him do so," and "Glad tidings to him whom Allah has made the keys to good in his hands." If the prevention is absolute, such as withholding obligatory maintenance, then it is impermissible. However, preventing certain matters due to the needs of the one preventing them, there is no harm in that.
