This is based on the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions as long as they conform to the truth," and to achieve benefit and equal opportunities. As for someone who is not part of the agreement, they may pick up passengers from anywhere except the agreed-upon car park or a place very close to it, because whoever intends to go to the car park has a greater right to it.
