What is the ruling for one who did not pray Eid and Jumu'ah? And what should he do?

Friday prayer is an obligatory duty from which one should not be absent except for a valid excuse. Absence from it without a legitimate excuse is a sin, and whoever misses three Friday prayers out of negligence will have his heart sealed.

As for the Eid prayers, scholars have differed concerning them into three opinions: individually obligatory (Hanafis), a confirmed Sunnah (Shafi'is and Malikis, which is the preponderant view), or a communal obligation (Hanbalis).

Whoever misses the Friday prayer, whether with an excuse or without one, should make it up as a Dhuhr prayer, not as a Friday prayer.

Whoever misses the Eid prayer with the Imam, the preponderant view is that it is sunnah for him to make it up in its original form.
