What is the ruling on using restrooms without water in a foreign country, and are clothes considered impure after using them?

This is the second question about obsessive thoughts regarding impurity (waswasah), and we hope it will be the last. The solution is to stop giving in to these obsessive thoughts and not to dwell on them. Remember that the default state of things is purity, not impurity. It is permissible to use tissues or similar items for istinja' (cleaning oneself after relieving oneself) if water is not available.
