There is no harm in a wife complaining about her husband to her family with the intention of reconciliation and seeking advice. The hadith "I indeed despise the woman who leaves her house dragging her tail, complaining about her husband" is weak. Even if it were authentic, it would not prevent complaining if the husband committed something impermissible according to Sharia and nothing but complaining proved effective. It is permissible for a wife to seek divorce due to ill-treatment if she has a valid justification, based on the hadith: "Any woman who asks her husband for divorce without any [valid] reason, the scent of Paradise will be forbidden to her."
