Does the application of religion and fatwa differ from country to country, such as the prohibition of mixing (between genders) in Arab countries compared to America?

Creation, the earth, night, and day belong to Allah. He possesses wisdom in managing His creation and legislating for them. He has prescribed a righteous and upright religion suitable for every time and place, and the rulings of the Shari'ah are constant until the Day of Judgment. However, some rulings may differ based on variations in time and place to prioritize benefits and avert harms. As for mixing (ikhtilat), its ruling does not differ between lands of Islam and lands of kufr; the fundamental principle is the separation between men and women, with the permissibility of conversation or sitting together when there is a need, provided that the Islamic legal guidelines are adhered to.
