Does the husband sin by divorcing his wife, given the presence of three children, despite her shortcomings in religious matters, her dress, her frequent quarrels, and her raising her voice, and with the husband's fear for the fate of his children in a foreign land and their mother's custody of them?

We advise you to supplicate frequently for your wife and for her guidance, for Allah is capable of rectifying her affairs. As for her laziness regarding Fajr prayer, if it involves delaying it beyond its prescribed time without a valid excuse, then this is one of its most serious transgressions. So, remind her of Allah and warn her against that. However, if her delay is only from the beginning of its time, then there is no harm. And if she acts superior to you and raises her voice, then this is an act of defiance (nushooz), and its remedy is explained in Fatwa no. 30586. Among the greatest things that will aid you in reforming her is your own uprightness and good character. So, do not despair of trying to reform her. We do not advise you to divorce her due to the significant harms that would result from it.
