What is the ruling on using "memes" (pictures and video clips of people) that are widespread on social media for the purpose of jest, and are they considered a form of mockery and ridicule of their subjects?

There is no harm in using pictures and videos called "memes" if they are free from شرعية (Shar'i) prohibitions, such as the appearance of nakedness (عورات), mocking the person in the picture, or using them for a forbidden purpose like ridiculing a religious matter (أمر شرعي), advocating for something forbidden, or belittling a Muslim.
