Is it permissible to deliver the Friday sermon approximately ten minutes before the 'Asr call to prayer, then perform the 'Asr prayer immediately after the Friday prayer, in order to allow sufficient time for delivering the sermon in two languages (Arabic and French) due to some congregants not understanding Arabic, and due to the Imam being unable to attend before 14:00 in winter time, or is it better to assign another Imam to deliver the sermon in Arabic only at an earlier time?

Delaying the Jumu'ah prayer beyond its earliest time is contrary to the Sunnah, but the prayer remains valid as long as its time has not expired with the entry of the 'Asr prayer time. It is advisable to put forward someone who can deliver the sermon well in Arabic to lead the sermon and prayer for the people, without waiting for an Imam who is proficient in both languages. This is for several reasons: to avoid separating the sermon from the prayer, to motivate non-Arabs to learn Arabic, to follow the Sunnah of the Prophet (peace be upon him) and the Rightly Guided Caliphs, to ensure observing the virtue of praying at the earliest time, and because the sermon's main points can be translated after the prayer for those who do not understand Arabic, which avoids prolonging the prayer for Arab congregants.
