Is the guardian of an orphan obligated to pay Zakat al-Fitr on behalf of the orphan under his guardianship?

Zakat (definition) al-Fitr is obligatory upon every Muslim, and the orphan is included in this general ruling. If the orphan possesses wealth, then Zakat al-Fitr becomes obligatory upon his wealth, and his guardian is not required to pay it on his behalf except as a voluntary act. However, if the orphan does not possess wealth, then Zakat al-Fitr is obligatory upon whoever is legally responsible for his maintenance among his relatives. As for the guardian who voluntarily provides maintenance, he is not obligated to pay Zakat on behalf of the orphan, although Imam Ahmad held the view that whoever spent on a person during Ramadan (definition) is obligated to pay Zakat al-Fitr on his behalf.
