Is it permissible to read the Quran silently while looking at the Mushaf during invigilation in an examination committee?

There is no harm for the employee invigilating students during an exam to recite the Quran, engage in remembrance (dhikr), and supplicate (du'a) in a low voice. However, it is not prescribed for him to look at the Mushaf (copy of the Quran) so that he does not become distracted from invigilating the students and preventing cheating.
