What is the ruling on one who cannot control the duration of the interruption of urinary incontinence ( سلس البول ) in a way that would allow him to delay the prayer? And how is it permissible for someone with a permanent affliction to perform the "combining of prayers" ( الجمع الصوري ) when we know that the expiration of the prayer time invalidates the ablution of the person with incontinence?

A person with incontinence is one who is constantly afflicted by the discharge. If one is not constantly afflicted, then they are not considered to have incontinence and are not required to perform ablution for every prayer, as long as no nullifier of ablution occurs. Their state of purity is not invalidated by the passing of time nor by its arrival. If the discharge ceases for a period long enough to perform ablution and prayer, then they must delay the prayer. Otherwise, they should prioritize performing the prayer within its prescribed time. A virtual combination of prayers (al-jam‘ al-sūri) is permissible for them, even for those who do not have excuses. They may also combine prayers by performing them earlier (jam‘ al-taqdīm) or later (jam‘ al-ta’khīr), and participate in a single ablution.
