A person afflicted with urinary incontinence ( سلس البول) has two situations:

The first situation: If the incontinence is continuous, or if it flows and stops at unknown times, then he must pray, and the discharge of urine does not harm him. He should perform ablution for each prayer.

The second situation: If the incontinence is temporary and stops after a known period, then he is not permitted to pray until it ceases, and he has performed purification (istinja') and ablution. This applies even if he misses the congregational prayer.
