What are the suggested criteria for appointing an Imam and Preacher that the Ministry of Awqaf could adopt?

The Imam of the prayer and the Friday preacher should be chosen according to the Shariah conditions and their priorities, which are: the most knowledgeable of the Book of Allah (Qur'an), then the most knowledgeable of the Sunnah, then the earliest in Hijra (emigration), then the oldest in age. It is also necessary to observe justice, piety, good character, and sound creed, and for the preacher to be eloquent and influential. Caution must be exercised against choosing based on un-Islamic foundations, such as partisan affiliations.
