Are the A'raf a barrier between Paradise and Hell where people will remain for a number of years?

On the Day of Resurrection, people will be divided into three categories: a category whose good deeds outweigh their bad deeds, so they enter Paradise; a category whose bad deeds outweigh their good deeds, so they deserve punishment, then they are saved into Paradise; and a category whose good deeds and bad deeds are equal. These are the people of Al-A'raf; they remain in a high, elevated place, seeing both the Fire and Paradise, then they ultimately enter Paradise.
