The fundamental principle in distributing charities is that they should be given to the people of the locality whom the donors intended to benefit. However, if it is highly probable that these individuals will not benefit from them, then there is no harm in transferring them to other parties who would benefit. If that is not possible, then a means must be found to preserve these funds, such as establishing a workshop for mending clothes. A Muslim must not surrender to helplessness, for the Prophet, peace and blessings be upon him, forbade that and said: "Seek Allah's help and do not be helpless."
