Why is the Kaaba building not elevated to be higher than the surrounding buildings?

Allah elevated the status of the Kaaba and called it "Al-Bayt Al-Ateeq" (The Ancient House), making it a place of return for people and a sanctuary of safety. For a long time, the Kaaba was the tallest structure in its vicinity. However, due to the scarcity of space caused by the surrounding mountains, there is now a need to construct tall buildings around it. This expansion is what pilgrims and worshippers most require. There is nothing in Islamic law that dictates a demand for the Kaaba to be raised higher than the surrounding buildings, or for the buildings around it to be of equal or lesser height.
