Can the ruler apply the punishment for brigandage (hadd al-hirabah) to a woman who offers herself for prostitution for money, due to her spreading corruption, and is it permissible to retract a confession of sexual immorality in Islam?

The Hadd of Hirabah (unlawful warfare/banditry) is not applied to one who commits indecency, but rather to the aggressive highway robber. The Hadd for adultery for a married person is stoning, and for an unmarried person, it is lashing and exile. The ruler may impose a discretionary punishment (ta'zir) on whoever is proven to have committed a sin or caused corruption. It is permissible to retract a confession of indecency; in fact, some scholars even recommend it.
