How can a girl protect herself from the evil eye without covering her face? And does placing excerpts from the Qur’an or wearing necklaces in the shape of eyes or hands protect against it?

The hijab is a religious obligation, and it is part of the commands of Islam that must be adopted in their entirety, because a Muslim is commanded to enter fully into Islam and not to follow the footsteps of Satan.

As for hanging Quranic verses or specific shapes, it is impermissible because it is a form of polytheistic amulets.

The cure for the evil eye and envy is by drawing closer to Allah, constantly remembering Him, reciting the Quran (especially Al-Mu'awwidhat, Al-Fatihah, Ayah Al-Kursy), and prophetic supplications such as "I seek refuge in the perfect words of Allah from the evil of what He has created" and "I seek refuge in the perfect words of Allah from every devil and poisonous pest and from every evil eye," and also the authentic ruqyah. A Muslim's persistence in reciting morning, evening, and pre-sleep remembrances will protect him, by Allah's permission, from the evil eye. It is also narrated in the Sunnah that the person who casts the evil eye should perform ablution, and then the affected person should bathe with that water.
