What is the 'evil eye'?

The evil eye is a truth established by both Sharia and sensory perception. It is like arrows emanating from the soul of an envious person or one who casts the evil eye, sometimes hitting and sometimes missing. It depends on the admiration of the one casting the evil eye for something, followed by the malicious nature of their soul to execute its venom. Every person who casts the evil eye is envious, but not every envious person casts the evil eye. Therefore, seeking refuge from the envious person includes seeking refuge from the one who casts the evil eye. Prophetic hadiths have affirmed affliction by the evil eye, and the Prophet, peace be upon him, commanded seeking ruqyah for it.

To protect oneself from the evil eye: Strong faith in Allah, reliance upon Him, and frequent recitation of Al-Mu'awwidhatayn (Surahs Al-Falaq and An-Nas), Surah Al-Ikhlas, Surah Al-Fatihah, Ayatul-Kursi, and the prophetic supplications. Saying: "A'udhu bi kalimatillahit-tammaati min sharri ma khalaq" (I seek refuge in the perfect words of Allah from the evil of what He has created), "A'udhu bi kalimatillahit-tammati min ghadabihi wa 'iqabihi, wa min sharri 'ibadihi wa min hamazatish-shayateeni wa an yahdurun" (I seek refuge in the perfect words of Allah from His wrath and punishment, from the evil of His servants, and from the whisperings of the devils and their presence), and "Hasbiyallahu la ilaha illa Huwa 'alayhi tawakkaltu wa Huwa Rabbul 'Arshil 'Azim" (Allah is sufficient for me; there is no god but He. Upon Him I have relied, and He is the Lord of the Great Throne). Saying "Barakallahu lak" (May Allah bless you) or "Tabarakallah" (Blessed be Allah) upon seeing something admirable.

To treat the evil eye: Recitation and legitimate ruqyah, such as saying: "Bismillahi arqeeka, min kulli shay'in yu'dheeka, min sharri kulli nafsin aw 'aynin hasid, Allahu yashfeeka, bismillahi arqeeka" (In the Name of Allah, I perform ruqyah for you, from everything that harms you, from the evil of every soul or envious eye, May Allah heal you, in the Name of Allah, I perform ruqyah for you). Washing the person who cast the evil eye by collecting the wash water from their limbs and the inside the inner part of the garment (or any clothes that touch their body, such as the ghutra, taqiyah, and thobe(the inner part of a head covering or clothing )), then pouring the water over the afflicted person from behind. There is no basis for taking anything from the waste products of the person who cast the evil eye, such as urine or feces.
