Am I responsible for what afflicts others because I am "afflicted" (with the evil eye)? And what should I do to give of my traces to those harmed without their knowledge?

Whoever fears the harm of their eye (evil eye) should take precautions, lower their gaze, and frequently say: "Masha'Allah, la quwwata illa billah (What Allah wills, there is no power except with Allah)." They should ward off its evil by saying: "Allahumma barik alayh (O Allah, bless him/it)." If someone is known to cause harm with the evil eye, they should be avoided. The Imam should order them to be prevented from mixing with people and to stay in their home. If they are poor, they should be provided with what suffices them, because their harm is greater than that of someone who has eaten garlic or a leper.

It is possible to communicate with the person who has the evil eye and talk to them about the evil eye and the possibility of them causing it, and that ruqyah (Islamic exorcism/incantation) is a cure for it.

Among the ruqyah are: reciting Surat Al-Fatihah, Ayatul-Kursi, the concluding verses of Surat Al-Baqarah, and Surat Al-Qalam: "{And indeed, those who disbelieve would almost make you slip with their eyes...}" (Quran 68:51). Also, Surat Al-Ikhlas and the two Mu'awwidhatayn (Surat Al-Falaq and Surat An-Nas), and some prophetic supplications.

It is also permissible to collect the water with which the extremities of the person causing the evil eye have been washed, then recite ruqyah over the water and blow into it, and then bathe with it.
