The answer

We have not come across the exact wording mentioned, but it is narrated in Sunan an-Nasa'i and Musnad al-Imam Ahmad, in the hadith of Ya'la ibn Umayya, that the Messenger of Allah, peace and blessings be upon him, said concerning Hijra (emigration): "I pledge allegiance to him for jihad, and Hijra has ceased." This refers to the cessation of emigration from Mecca after its conquest, as it became Dar al-Islam (the abode of Islam), a fact affirmed by Aisha, may Allah be pleased with her. However, emigration from Dar al-Harb (the abode of war) to Dar al-Islam, and from a place where one fears falling into sin to a safe place, remains perpetually obligatory.
