What is the ruling of the Sharia on a husband who does not take his wife out for recreation except when she is ill, claiming that society is corrupt?

A husband should take care of his family and give them their rights. He should prevent them from what is forbidden and obligate them to what is obligatory, without restricting them in matters where there is latitude. The Prophet, peace and blessings be upon him, said: "The best of you is the best to his family, and I am the best of you to my family." One should choose a suitable place for an outing with the family, in accordance with Islamic guidelines, and the husband should be merciful and wise in his guardianship.
