What is the meaning of Allah's Most Exalted Names, Al-Muqaddim (The Advancer) and Al-Mu'akhkhir (The Delayer)?

"The Expediter, the Delayer" is one of Allah's Beautiful Names. He is the One who expedites what He wills and delays what He wills, according to His wisdom and knowledge. What He has expedited is expedited, and what He has delayed is delayed, and there is wisdom in His actions, even if it is hidden from us. Glorified be He, He places things in their proper stations. He determined the decrees before creation, and He advanced His saints, and raised some of creation above others in degrees. He advanced whom He willed for success, and delayed whom He willed from the ranks of the forerunners. He delayed things beyond their expected time due to His knowledge of the wisdom in their outcomes. Expediting includes cosmic expediting (expediting some creatures and causes over their effects) and legislative expediting (preferring prophets and some servants over others). Ibn al-Qayyim said: "He is the Expediter and the Delayer; these two descriptions pertain to actions, and they are also attributes of the Essence, for they subsist by the Essence, not by other."
