What is the ruling on following manga or still images?

Manga is a term used by the Japanese for comic books, and outside Japan, it refers to comic books produced in Japan, or comic books drawn in a style similar to the Japanese style. Reading these stories and watching animated films is permissible if they are free from Shariah prohibitions.
