What is the requisite “Baa’ah” (ability to bear marital responsibilities) for marriage in the current era, and does the meaning of the noble verse, "And do not kill your children for fear of poverty," apply to one who refrains from marriage fearing its requirements?

Marriage expenses vary, and extravagance in them causes young people to abstain from marriage and leads to the spread of discord. Facilitating the cost of marriage is a cause for blessing in it and the spread of chastity. Avoiding marriage for fear of having children is blameworthy in Islamic law, indicates weakness in faith in Allah, and resembles the actions of the people of Jahiliyyah (pre-Islamic ignorance). There is no blame on one who does not marry due to inability to afford the marriage expenses, and the verse does not apply to them.
