Avoiding marriage for fear of having children is blameworthy in Islamic law, indicates weakness in faith in Allah, and resembles the actions of the people of Jahiliyyah (pre-Islamic ignorance). There is no blame on one who does not marry due to inability to afford the marriage expenses, and the verse does not apply to them.
