What is the meaning of the Hadith: "And there is no one to whom the excuse is more beloved than Allah"?

Scholars have differed on the interpretation of "al-'udhr" (excuse/justification) in the hadith "No one loves 'al-'udhr' more than Allah." There are two main opinions: The first is that it refers to the repentance and turning of creation to Allah, citing His saying, "And it is He who accepts repentance from His servants." The second, which is the stronger opinion, is that it refers to giving excuses and warning through the sending of messengers, so that people would have no excuse after the messengers. The proof for this is the Prophet's (peace be upon him) saying: "For that, Allah sent the messengers as bearers of good tidings and warners," and "For that, He revealed the Book and sent the messengers." This is further supported by His saying: {And We would not punish until We send a messenger}.

The Prophet (peace be upon him) linked Allah's love for giving excuses with His jealousy, advising Sa'd ibn 'Ubadah on the necessity of deliberation and verification before resorting to killing out of jealousy. He explained that Allah does not hold accountable until after proof has been established, so that a person may achieve righteousness and attain praise and reward.
