Acts of worship are based on divine command (tawqif); therefore, it is not permissible for a mukallaf (accountable person) to undertake them except as Allah has permitted and legislated, based on the saying of the Prophet, peace and blessings be upon him: "Whoever introduces into this matter of ours something that does not belong to it, it will be rejected." As for matters other than acts of worship, the default principle concerning them is permissibility. Thus, a mukallaf should not abstain from any food, drink, clothing, or transaction except with a legal proof (daleel shar'i) for its prohibition. This is supported by Allah Almighty’s statement: "It is He who created for you all that is on earth," and by the restrictive formulations in the verses that enumerate prohibitions, and by the hadith: "The lawful is what Allah has made lawful in His Book, and the unlawful is what Allah has made unlawful in His Book, and what He has remained silent about is that which He has pardoned." Many scholars have explicitly stated this principle.
