Is drawing (or specifically the faces of characters) forbidden, and if so, is it obligatory to draw a line across the neck after drawing?

Scholars have agreed upon the impermissibility of depicting animate beings that cast a shadow, if the image is complete, and likewise what is drawn by hand on walls, paper, and the like, because this resembles Allah's creation. They have differed regarding the ruling on depicting parts of animate beings. As for photographic imaging, its ruling has been clarified in a previous fatwa.
