Is it permissible to remain in Syria and leave the children, knowing that the wife refuses to send them and gives the husband the choice between divorce or returning to America, and is he sinful for leaving them in the care of their mother?

It is recommended to supplicate, for the wife in the mentioned situation is weak in her faith, and disobedient if she does not obey in what is obligatory. She must be advised in a kind manner, and it should be reminded that she has the right to a separate dwelling, and that she is legally obligated to reside where her husband resides if it is safe. It is not permissible to leave the children in a country where there is fear of temptation for them, and effort must be made to extricate them from it.
